I am not an oceanographer and would not lead the science. What I would own is the part that decides whether a proposal succeeds and a service gets used: users and their needs, the service concept, the architecture narrative, the evidence and report design, and exploitation and go-to-market — written to the structure funding bodies expect. Open questions the concept cannot answer alone: whether the platform provider is infrastructure or scientific co-lead; the programme it is proposed under; the target basin; and whether ATLAS is a research service or a compliance product — a choice that changes both the architecture and the business model.
