I am not an oceanographer and would not lead the science. What I would own is the part that decides whether a proposal succeeds and a service gets used: users and their needs, the service concept, the architecture narrative, the evidence and report design, and exploitation and go-to-market — written to the structure funding bodies expect. Open questions the concept cannot answer alone: whether the platform provider is infrastructure or scientific co-lead; the programme it is proposed under; the target basin; and whether ATLAS is a research service or a compliance product — a choice that changes both the architecture and the business model.
Science, engineering and brand each have an owner. The unowned layer sits between them: what gets built, for whom, at what price, and how it reaches the market — plus the evidence design that makes the output defensible to an auditor rather than merely impressive on screen.
That is the difference between a capable platform and a product someone pays for.
Not in scope by design: remote-sensing science, platform engineering, brand, and direct client sales — those stay with the people who already own them.
